AUAB BSNL Union will celebrate Black Day on 1st October 2020

BSNL AUAB asked its employees to wear Black badges to celebrate "Customer Delight Month" starting October 1, 2020

All BSNL (AUAB) trade unions and associations have stated that they have decided to celebrate a Black Day on 1 October 2020 for the denial of 4G technology to Bharat Sanchar Nigam Limited (BSNL).

AUAB BSNL Union will celebrate Black Day on 1st October 2020

The umbrella organization for all employee unions of the state-owned telecommunications operator said in a statement that "the cancellation of BSNL's 4G tender did serious damage to the relaunch of BSNL." It should be noted that the Indian government in October 2019 approved a "revival plan" of BSNL and MTNL with measures including spectrum allocation for 4G services.

The government does not want BSNL to launch 4G: AUAB बीएसएनएल Union

BSNL issued a call in early 2020 requiring suppliers to take care of the "annual commissioning and maintenance of the 4G mobile network". The operator noted that the tender winners will address approximately 50,000 BSNL sites and 7,000 MTNL sites in Delhi and Mumbai.

The race should open in late June after multiple delays. However, the confrontation between Chinese and Indian soldiers has led the Department of Telecommunications (DoT) to place restrictions on BSNL to obtain telecommunications equipment from Chinese suppliers. In mid-July, the operator canceled its 4G tender.

BSNL Employee Union oppose over Reliance Jio Expansion in Ladakh

The AUAB said in a statement that "there is no credible domestic manufacturer of 4G equipment."

“In such a situation, the cancellation of BSNL's 4G tender on the grounds that BSNL has violated the rules of Prime Minister Make in India policy is untenable,” AUAB said in its circular. "This pictures shows that the central government does not want BSNL to launch its 4G service."

The AUAB said that the obstacles created in the roll-out of BSNL's 4G services led to the "near impossible" BSNL revival.

"Therefore, the future of BSNL, as well as the future of its employees is darkening," said the AUAB. "By seeing all this situations, AUAB decides to celebrate a Black Day on October 1, 2020, to express the anguish and agony of BSNL employees, for the denial of 4G technology to BSNL and thus to ruin their future".

The umbrella organization asked its employees to wear black badges while on duty on October 1, 2020. Additionally, the AUAB said it decided to organize a "hunger strike" on the same day, demanding that BSNL leadership and The Indian government takes "immediate action" to launch BSNL's 4G services.

AUAB will celebrate "Customer Delight Month" in October

The AUAB also asked its employees to observe a "Customer Delight Month" starting October 1, 2020. The umbrella organization in the circular asked its employees to dedicate the month of October to "improving the quality of services "and also to introduce new fixed, broadband and mobile telephony users.

"In addition, We AUAB also request employees to use the whole month to contact customers and find out about their complaints in order to find a solution," he said.

Crucially, it was also noted that faults on fixed lines, fiber-to-the-home (FTTH) and broadband connections "increased enormously" after the operator outsourced network maintenance and customer services.

"As a result, many broadband and landline connections are disconnected," AUAB said. “This is a matter of great concern to employees. It is decided that the AUAB writes to CMD BSNL, asking that immediate measures be taken to overcome this undesirable situation ”.

BSNL Employee Union oppose over Reliance Jio Expansion in Ladakh

The BSNL Employee Union has expressed discontent over the expansion of the Jio towers in Ladakh (Indian Union Territory).

In terms of the regional breakdown, Reliance Jio has been given the nod to set-up seven towers in Nubra, 11 in Zanskar, 17 in Leh and 19 in Kargil.

BSNL Employee Union oppose over Reliance Jio Expansion in Ladakh
Bharat Sanchar Nigam Limited (BSNL) Employees Union (EU) said that the government of India is promoting Reliance Jio while offering only “Lip service” to BSNL.

The BSNLEU voiced their concerns following a tweet from Jamyang Tsering Namgyal, MP of Ladakh who said that the government has sanctioned 54 Jio mobile towers for the uncovered rural areas of Ladakh. Namgyal said that the new towers would be covered under the Universal Service Obligation Fund (USOF), a government initiative designed to provide universal telecom service to all uncovered areas across India.

BSNLEU Says Government Blocked BSNL 4G Tender

The 54 Jio mobile towers are said to be spread across four regions of Ladakh including the Nubra, Leh, Zanskar and Kargil.

“Money will be paid from the USO Fund,” BSNLEU said in the release. “But, the towers will be installed not by BSNL, but by Mukesh Ambani’s Reliance Jio.”

In terms of the regional breakdown, Reliance Jio has been given the nod to set-up seven towers in Nubra, 11 in Zanskar, 17 in Leh and 19 in Kargil.

“It is also important to note that, the same Modi government has blocked BSNL’s 4G tender, thus stopping BSNL from rolling out it’s 4G service. Everybody think that BSNL is the government service provider. Now, everyone has understand that, Reliance Jio is the government service provider,” BSNLEU said in the release.

Namgyal said in a separate tweet that he had a conversation with Ravi Shankar Prasad, electronics and information technology minister of India over the Reliance Jio expansion. Further, Namgyal said that in the conversation with Prasad, he “ensured him for my personal supervision in installation within a limited span of time.”

BSNL 4G Roll Out Stalled by Vested Interests

Meanwhile, the BSNLEU are holding a countrywide dharna demanding government action on several measures including the roll out of 4G services.

The BSNLEU said in a separate release on Thursday that the “all out efforts are being taken by vested interests, to scuttle BSNL’s 4G roll out.”

The BSNL tender issued in late March to procure 4G equipment is currently said to be on hold. Crucially, the complaint provided by Telecom Equipments and Services Promotion Council (TEPC) is said to be one of the key reasons for the hold.

The BSNLEU highlighted that the objection raised by TEPC is that the operator violates the “Make in India” policy. Further, TEPC is said to have demanded foreign companies be barred from bidding in the BSNL 4G tender.

“When all the private operators are procuring world class 4G equipments from international vendors, why BSNL alone should be compelled to procure equipments from domestic vendors,” P.Abhimanyu, general secretary of BSNLEU, said in the release. “The Indian technology-vendors do not have proven 4G technology. In BSNLEU’s view, the TEPC is nothing but a tool, being used by vested interests, to stall BSNL from procuring 4G equipments. ”

Additionally, the BSNLEU is also demanding that the government should implement the revival package promised in October, 2019. The BSNLEU has also said that the government should pay the salaries of BSNL staff for the month of May and also the 12 month salary dues owed to the contract workers.

Bharatiya Mazdoor Sangh Nationwide Agitation - Save Public Sector, Save India
A meeting of the National Coordination Committee of Public Sectors of Bharatiya Mazdoor Sangh (BMS) comprising of the representatives of BMS unions in sectors like Coal, Non-coal, Defence, Railway, Postal, Banking, Insurance, Steel, Marine and PSUs like Telecom, Power, Defence production, Heavy engineering, Oil and gas, FCI, Aviation, Chemical, Currency and coins, Atomic energy, NALCO, NLC etc. was held on 2nd and 3rd June 2020.

The meeting was held to decide on the BMS action plan against the privatization process aggressively pursued by the Central Government in different names in different sectors like the commercialization of coal sector, corporatization of Defence ordnance factories board and Railway, Strategic sale of PSUs, merger and privatization of banks, Insurance, increasing FDI cap etc.

At last BMS decided in the meeting, Bharaity Mazdoor Sangh will launch a nationwide agitation on 10th June' 2020 under the banner “Save Public Sector, Save India”. BMS will organize protest programs in all the above-mentioned units in the form of daylong dharna, protest meetings, and campaign etc. at the unit level.

In a statement BMS Secretary General Shri Vrijesh Upadyay said, It is being observed from past few decisions of the Government that it is trying to push and impose its unjust decisions on the workers of the country. The BMS is committed to fighting until it prevents the government from taking public control sector and anti-worker decisions.

The meeting hailed the contribution of the public sector to the national economy as well as the service to the people and demanded to stop of privatization to save the nation and stakeholders. The government justifies the extreme need for money to operate government machines. However, government has no moral right or authority to sell national goods created by his predecessors.

Previously, the government tried to make a strategic move on behalf of the sale of loss-making sectors; but since no sensible purchaser was ready to take up loss-making units, the government is forced to switch to its main reason for selling highly profitable sectors like Maharatna/Navaratnas to lure the purchaser.

The Government advisors are lacking in ideas for generating income, so the only one way out provide to the Government is “Corporatize and Privatize”. Such predatory advisors are working against the interests of the nation and are interested in maintaining real experts away from the Government even in times of difficulties.

The government should give up its reluctance to social dialogue and start consulting stakeholders to find out other means to address fiscal deficit and revenue generation.
