BSNL Employees Health Insurance Policy 2021

Good news for BSNL working staff a new Health Insurance Policy for BSNL Employees launched from 1st September, 2021.


Public Telecommunications Company Bharat Sanchar Nigam  Limited - BSNL has announced the launch of new 'BSNL Employees Health Insurance Policy, 2021' exclusively for working bsnl staff across India which is offered in two categories.

BSNL Employees Health Insurance Policy 2021

As per latest information from bsnl official sources, the New Health Insurance policy for family of BSNL employee will be implemented with effect from 01-09-2021 onwards. 

This health cover scheme is optional and health insurance premium shall be paid by the concerned BSNL employee by agreeing the terms and conditions of the 'BSNL Employee Health Insurance Policy 2021'.


In association with The New India Assurance health insurance company BSNL jointly launched this family health cover scheme for bsnl employee in two categories Rs.5 lakh and Rs.10 lakh which is 35% to 45% less premium health insurance policy comparison with other available health insurance companies in India.


According to the approval order, The insurance company will appoint a special officer i.e Nodal officer who will liaison with nodal officer of BSNL appointed specially for the purpose to look after the grievance of the employees, if any, in respect of the policy, its implementation and claim settlement.


Further, BSNL employees have to exercise their options to join the scheme health insurance online through ERP/ESS portal (Specially designed for BSNL Employee). The dates for the opening of POPUP window and important guidelines / health insurance hospital list empaneled for exercising online option on ERP/ESS portal will be circulated to all its concerned telecom circle heads very shortly after appointment of the Special health insurance company Nodal office in all telecom circles.


Salient features of the "BSNL Employees Health Insurance Policy, 2021"

(a) The policy is applicable for following category of employees who are working in BSNL across India
(b) All the regular employees of BSNL and All the employees working on deputation / deployment basis in BSNL
The Health insurance policy is offered in following two categories:

  • Category One: Rs.5 Lakh health insurance cover
  • Category Two: Rs.10 Lakh health insurance cover

Health Insurance Benefits

(a) Under Rs.5 Lakh health insurance cover is applicable for all the employees including employees having pay scale E5 and above. Three family options are available in this category. Top up value of Rs.5 Lakh is available in this category which is optional.
(b) Under Rs.10 Lakh health insurance cover is applicable for only employees having pay scale E5 and above. Six family options are available in this category i.e three each in Rs.5 Lakh and Rs.10 Lakh cover respectively. Topup value of Rs.10 Lakh and 15 Lakh are available in this category which is optional.
(c) The validity of the policy is one year from the date of effect. The same needs renewal on expiry of one year period as per the terms and conditions and premium amount as mutually decided by the BSNL management and the Insurance company as per the extant guidelines of IRDA.
(d) The policy is optional and deduction of premium amount from the salary of the employees may be made only for those employees who opt for the same.
(e) This one of the best health insurance policy for senior citizens
(f) Date of commencement of policy is 1st September, 2021 onwards.

Policy is for three family options in each category of Rs.5 lakh and Rs.10 Lakh cover.

  • The option 1 i.e without parents includes: Self + Spouse + Three children upto age of 25 years
  • The Option 2 i.e with one parents includes (Health insurance policy for parents): Self + Spouse + Three children upto age of 25 years + (Male employee: Father or Mother - Female Employee Father-in-law or Mother-in-law) ONLY ONE person allowed upto the age of 85 years.
  • The Option 3 i.e with two parents includes (Health insurance policy for parents): Self + Spouse + Three children upto age of 25 years + (Male employee: Father and Mother - Female Employee Father-in-law and Mother-in-law) ONLY TWO persons allowed upto the age of 85 years.


(h) BSNL management will only act as facilitator on behalf of beneficiaries for the Health Insurance policy.
(i) The Health Insurance Policy shall be Independent from the BSNL MRS Scheme (BSNL Employee already holding BSNL MRS card) and shall have no linkage of any kind from it. It means BSNL employee can submit their Out-patient medical bills as usual for general treatment in any clinic or hospitals.
(j) The claim will be raised and settled by individual employee on its own. However, any grievance of employees in this respect will also be looked by BSNL through Nodal Officer appointed by insurance company.
(k) The Insurance company will set up a Nodal offier who will liasoned with Nodal officer of BSNL appointed specially for the purpose to look after the grievance of the employees, if any, in respect of the policy, its implementation and claim settlement.
(l) BSNL will have no liability in respect of any default of individual employees in whatsoever manner related to insurance policy. BSNL will have no liability in respect of any data given in the application form by the individual employee.

For BSNL Employee Special 40% Discount on Bharat Fiber / Air Fibre connections

To encourage BSNL employees (in-service and Retired) introduced special discount scheme on Bharat Fiber connections offering upto 40% discount on bsnl fiber bill pay (on monthly rental bill).


Public Telecommunications Company Bharat Sanchar Nigam Limited - BSNL after several requests / letters from bsnl employee unions finally issued an order for providing discount based Bharat fiber connection (wired / wireless) for its bsnl working employee as well retired employees in all telecom circles.

BSNL Employee in-service

BSNL already offering special discount upto 60% on existing broadband DSL plans i.e copper wired cable connections for both working /retired bsnl employees on PAN India basis. But till now bsnl concentrating on its revenue share with TIPs for new fiber internet connections has not approved any requests from bsnl telecom employees union requests.

A special discount scheme also allowed for Other Government organizations central / state employees on all BSNL Broadband plans for new internet connections. 


At last BSNL employees working and retired employees will receive a 40% discount for Bharat Fiber (FTTH) / Bharat Air Fiber (BAF) connections.


BSNL has decided to allow Bharat Fiber (FTTH) / Bharat Air Fiber (BAF) facilitated connections for both working (WDoT employees) and retired employees (RDoT employees). Based on the most recent information from bsnl official website, both working and retired BSNL employees can take advantage of FTTH / Bharat Air Fiber connections on concessional terms and conditions.

A maximum discount of 40% on plan rental charges is capped upto Rs 300/- per month and this will be allowed to retired / in-service BSNL employees in BSNL areas only. It means that FTTH / Bharat Air Fiber subsidized connections are not available in MTNL areas such as Delhi or Mumbai metro circles. 

 

The concession / discount will be available only on the charges of the plan and not on any value added services available on the FTTH / Air Fiber connection. The special discount for BSNL employees is available on FTTH / Air Fiber plans with a minimum FMC (fixed monthly charge) of Rs 599/-.

In the case of the MTNL area, existing guidelines would continue to provide subsidized broadband only (for employees providing services below the JAG level).

Recently, BSNL has launched new Bharat Fibre / Air Fibre Broadband plans for Public Data Offices (PDOs) offering unlimited features at low cost monthly rental charges at below Rs.500/-.

Terms and Conditions for providing Concessional Bharat Fiber FTTH connection

  • Concession shall be allowed only on plan charges and the concerned employee will require to bear the cost/rent of the ONU/modem, activation, installation or any other charges as applicable to an ordinary subscriber. However, no security deposit will be required from serving employees. Retired employees shall be required to deposit prescribed security deposit.The policy for JAG and above, serving executives may continue as per circular No 02/2018-PHA dated 04-09-2018 or under this new policy with 40% concession limited to Rs 300/-.
  • FTTH connections already working in private capacity or availed under 10% concession scheme may be allowed to be migrated to  eligible concessional plan if requested by the employee.
  • The facility of providing concessional FTTH connections to the spouse of an eligible retired BSNL employee after the death of such employee may not be provided in this policy.
  • The provision of FTTH shall be subject to its feasibility.
  • Concessional FTTH connection shall be in lieu of :- i) Concessional Broadband ii) Existing RSTC/CTC landline connection and iii) Bharat Fibre services availed under 10% concession scheme and they will be withdrawn upon provisioning of the FTTH connection under this policy.
  • GSM in lieu of RSTC/CTC provided in TNF area shall also be withdrawn after provisioning of FTTH.
  • Other terms and conditions shall be governed as per existing rules and guidelines issued for serving  / retired  employees.

How to Apply for BSNL Retired Employee Distributor (RED scheme)?

BSNL RED Scheme Commission Structure & Incentive for Sale of Products

BSNL launched BSNL Retired Employee distributor Scheme wherein a vrs BSNL employees can join and becoming part of BSNL Sales Team for selling BSNL Products or Services on commission basis. 

This scheme BSNL RED 2020 already running and was launched soon after the implementation of BSNL VRS Scheme 2019 where around 80,000 employees opted for Voluntary Retirement Scheme on 29th February 2020.

After vrs 2019 bsnl many of the VRS optees were previously working for Sales & Marketing units of the BSNL telecom circles. To overcome the shortage of direct selling agent / Sales persons and to make use of experienced BSNL VRS optees, BSNL introduced RED (Retired Employee distributor) Scheme 2020.
The RED vRS Employee with their earlier experience can easily market and sell BSNL products e.g. BSNL SIM cards, Ctop-up (Easy recharge SIMs), etc. to customers at door step servicing and through organizing Mela / Camp at various in their busy located colonies in the BSNL Business Area. REDs can earn handful commissions for selling BSNL 4g sim cards / booking new broadband connections over DSL or FTTH services.

Terms and Conditions, VRS Employee Distributor Policy Requirements

  1. Interested applicants must sign the initial agreement for a 3-year agreement period.
  2. Eligibility Criteria: Only retired BSNL employees who wish to serve clients / prospects at their facilities and through the Apple / Camp organization, etc., will be able to apply.
  3. You must have a valid PAN number
  4. You must have a valid goods and services tax (GST) registration certificate number for your respective state (if applicable).
  5. The applicant must submit a self-declaration that has not been blacklisted by the GST authorities.
  6. Self-declaration that the applicant is retired from BSNL.
  7. In the event that the RETE is blacklisted during the term of the BSNL contract, a specific indemnity clause must be inserted to ensure that BSNL does not bear any credit loss due to a RETE default.
  8. Security Deposit: Refundable security deposit of Rs 500 / - (Rs 500 only).
  9. Marketing Area: RED VRS employee authorized to market the bsnl products within SSA mentioned in the application at the time of registration.
  10. RED will be provided with a free C-TOPUP SIM card with affordable rates and gifts.

Verification of credentials of new customers by RED

Verification of the credentials of the new connection clients: the PIA verification (photo, identity and address) of the new client will be carried out according to the various guidelines issued from time to time by DoT and BSNL. 

However, the RED employee must remember that all checks made under the scheme must be held accoun for the credentials sent by the customer.

The RED employee must secure the customer / subscriber credentials in a prescribed method issued by BSNL from time to time.

Sales goals for RED

In this case, REDs must take into account that a minimum monthly sales target of 50 points is certified and must be met to earn a commission / incentive. For the marketing / sale of SIM cards / recharge First recharge vouchers (FRC) upon activation or recharge C / mobile phone recharge up to Rs. 5000 / - Sales targets assigned monthly to RED and will be communicated by the BSNL Business Area.

Every three months all the objectives assigned will be reviewed; If, in any event, REDs do not meet the minimum monthly sales targets, your account may be closed and you will not be allowed to continue as a retired employee bsnl distributor.

Advantage of the commercial regime

The advantage of the commercial scheme for REDs will be according to the criteria followed for existing resellers and their modification from time to time.

RED termination inactive

If it is not active for six consecutive months, the NETWORK can be canceled after the warning has been issued and the search for explanations. In case of irregularity / violation of the BSNL / GoI rules, the RED registration can be canceled without notice.

Extension / Migration

The BSNL Business Area Manager can extend / migrate the agreement from one year to the next for a period of two years with RED under the same conditions for the active RED. BSNL's decision will be final and binding in this regard.

Procedure for the purchase and sale of BSNL products

BSNL and RED must observe the following procedure in relation to the purchase and sale of BSNL Products:

  1. The NETWORK will issue a purchase order for BSNL products.
  2. Payment for the purchase of any BSNL product by RED will be made in advance.
  3. Upon shipment of the ordered products, BSNL will generate an invoice in RED, net of the applicable discount that will be granted to RED.
  4. BSNL will charge GST on the transaction value price, which is the price at which BSNL sells its products to RED. BSNL would increase the sales invoice for the sale of BSNL products to RED.
  5. The GST paid by RED to BSNL will be available to RED as an inbound tax credit that can be offset against the GST charged by RED to the reseller.
  6. Secondary / post incentives such as incentives on FRC / RC, any incentive based on a scheme etc. A RED will be delivered online in the form of c-top-up value through any platform such as Sanchar-soft / Pyro / ERP after applicable tax collection e.g. TDS / GST etc. Where applicable.
  7. For subsequent incentives provided by BSNL (see point 5 above), RED will generate an invoice (along with the applicable GST) in BSNL. However, whatever earned incentive by the REDs may credited in the form of a C-topup, BSNL Office generate a special invoice (along with the applicable GST) for RED to the assignment of said earned C-topup value.
  8. Where RED is not registered under the GST law, it will be BSNL's responsibility to discharge liability under the termination mechanism. Furthermore, it is agreed that RED will not charge any taxes on the invoice in such case.
  9. BSNL will retain withholding tax under Chapter XVIIB of the IT Act 1961 on the secondary / subsequent incentive provided by BSNL to RED for the sale of BSNL Products.
  10. The GST paid by RED to BSNL and by BSNL to RED (as applicable, could be a secondary / subsequent incentive provided by BSNL) will be available to RED and BSNL, respectively, as an incoming tax credit which can be offset against the GST collection of RED or BSNL
  11. The methodology and tax deduction / reconciliation applicable in the payment as a discount at the time of the sale of the BSNL Products, discount in FRC / RC, any scheme based incentives, etc. a RED can be changed from time to time and the necessary instructions will be issued from the corresponding cell. from the BSNL corporate office.
  12. Invoices issued by RED and BSNL must comply with all conditions prescribed in the rules on tax invoices according to the Central Tax Rules on Goods and Services, 2017
  13. Where RED is not registered under the GST law, it will be BSNL's responsibility to discharge liability under the termination mechanism. Additionally, it is agreed that RED will not charge tax on the invoice.
  14. Applicable accounting tax deductions / reconciliation / instructions / guidelines will be issued by the appropriate cell of the BSNL corporate office, which will be applicable to the circle / SSA.

Incentive invoice

In case of secondary / subsequent incentives granted to the NETWORK, it will be the responsibility of the NETWORK to raise the related tax invoice in accordance with the GST Law. BSNL reserves the right to be compensated for the credit loss in the event that BSNL is unable to claim the ITC for any failure / failure to obtain the corresponding invoice from RED. 

Furthermore, all invoices must be sent to BSNL immediately and in no event beyond 30 days from the invoice date.

As per the request from DOT, 49 BSNL Customer  Service Centers (listed above) in Kerala Circle have been earmarked for providing the facility for the generation of Jeevan Pramaan, the biometric enabled, Aadhar based, Digital Life Certificate for DOT/BSNL retirees/pensioners. 

The process of submission of Digital Life Certificate will start in all the 49 locations in Kerala Circle as soon as possible. BSNL has started arranging training program for the staff in all the above locations so that the process of submission of jeevan pramaan e life certificate for pensioners will be functional in the current month itself.


BSNL/DOT retirees in other states can also submit their Digital Life Certificate through selected BSNL CSC in your district. The facility will be made available in at least One BSNL Customer Service Center in each Business Area (District/SSA - Secondary Switching Area).

What is the requirement for submission of Life Certificate?

One of the main requirements for retirees to post their retirement from the service is to provide life certificates to agencies authorized to provide pensions such as banks, post offices, etc., after which the pension is credited to their account. To obtain this certificate of life, the person receiving the pension must present himself in front of the pension disbursement agency or have the life certificate issued by the authority where he served and hand it over to the disbursement agency.

Jeevan Pramaan will remove the requirement for a retiree to present a physical life certificate in November of each year, to ensure the continuity of the pension that is credited to his account.

AUAB BSNL Union will celebrate Black Day on 1st October 2020

BSNL AUAB asked its employees to wear Black badges to celebrate "Customer Delight Month" starting October 1, 2020

All BSNL (AUAB) trade unions and associations have stated that they have decided to celebrate a Black Day on 1 October 2020 for the denial of 4G technology to Bharat Sanchar Nigam Limited (BSNL).

The umbrella organization for all employee unions of the state-owned telecommunications operator said in a statement that "the cancellation of BSNL's 4G tender did serious damage to the relaunch of BSNL." It should be noted that the Indian government in October 2019 approved a "revival plan" of BSNL and MTNL with measures including spectrum allocation for 4G services.

The government does not want BSNL to launch 4G: AUAB बीएसएनएल Union

BSNL issued a call in early 2020 requiring suppliers to take care of the "annual commissioning and maintenance of the 4G mobile network". The operator noted that the tender winners will address approximately 50,000 BSNL sites and 7,000 MTNL sites in Delhi and Mumbai.

The race should open in late June after multiple delays. However, the confrontation between Chinese and Indian soldiers has led the Department of Telecommunications (DoT) to place restrictions on BSNL to obtain telecommunications equipment from Chinese suppliers. In mid-July, the operator canceled its 4G tender.

The AUAB said in a statement that "there is no credible domestic manufacturer of 4G equipment."

“In such a situation, the cancellation of BSNL's 4G tender on the grounds that BSNL has violated the rules of Prime Minister Make in India policy is untenable,” AUAB said in its circular. "This pictures shows that the central government does not want BSNL to launch its 4G service."

The AUAB said that the obstacles created in the roll-out of BSNL's 4G services led to the "near impossible" BSNL revival.

"Therefore, the future of BSNL, as well as the future of its employees is darkening," said the AUAB. "By seeing all this situations, AUAB decides to celebrate a Black Day on October 1, 2020, to express the anguish and agony of BSNL employees, for the denial of 4G technology to BSNL and thus to ruin their future".

The umbrella organization asked its employees to wear black badges while on duty on October 1, 2020. Additionally, the AUAB said it decided to organize a "hunger strike" on the same day, demanding that BSNL leadership and The Indian government takes "immediate action" to launch BSNL's 4G services.

AUAB will celebrate "Customer Delight Month" in October

The AUAB also asked its employees to observe a "Customer Delight Month" starting October 1, 2020. The umbrella organization in the circular asked its employees to dedicate the month of October to "improving the quality of services "and also to introduce new fixed, broadband and mobile telephony users.

"In addition, We AUAB also request employees to use the whole month to contact customers and find out about their complaints in order to find a solution," he said.

Crucially, it was also noted that faults on fixed lines, fiber-to-the-home (FTTH) and broadband connections "increased enormously" after the operator outsourced network maintenance and customer services.

"As a result, many broadband and landline connections are disconnected," AUAB said. “This is a matter of great concern to employees. It is decided that the AUAB writes to CMD BSNL, asking that immediate measures be taken to overcome this undesirable situation ”.

BSNL Employees Union: BSNL 4G implementation stopped due to vested interests

BSNL Employees Union (BSNL EU) backed Chinese companies, saying the implementation of 4G services is delayed and damaging the bsnl revival plans.

Communist Party affiliated Employee union (EU) Bharat Sanchar Nigam Limited (BSNL) said that the delay in implementing BSNL 4G services is hampering the operator's recovery plans.

In support to Chinese companies Huwaei and ZTE, the BSNL Employees Union in their letter to the secretary of the Department of Telecommunications (DoT) highlighted several problems, including the failure to implement the measures announced as part of the BSNL revival package.

In addition, BSNLEU said that BSNL management should address several key issues, including timely payment of wages to BSNL employees and reviewing non-executive wages. BSNL EU also said that management should create a single unit to manage BSNL's telephone factories in Mumbai, Calcutta and Jabalpur.

Recently RSS backed Bharatiya Mazdoor Sangh affiliated Union Bharatiya Telecom Employees Union (BTEU BSNL) organized Nation wide agitation against Central Government anti-labor policies.

BSNLEU claims that vested interests block the launch of 4G

BSNLEU stated in the letter that the offer made by the operator to acquire 4G equipment "stopped because of the conspiracy traced by vested interests". Being a communist party affiliated union and recognized union in BSNL backed Chinese companies Huwaei and ZTE not to ban these companies to participate in 4G tender bidding.

Following the intense clash in the Ladakh valley in Galwan between Chinese and Indian troops, the Indian government is said to have told the DoT to rework the BSNL 4G tender.

The modified offer would prevent BSNL from supplying telecommunication equipment manufactured by Chinese companies. In addition, Niti Aayog, the government's group of political experts, is said to have suggested to BSNL to opt for indigenous products designed, developed and manufactured for its 4G network.

Niti Aayog's suggestion would not only ban Chinese sellers from bidding on BSNL, but would also ban European players such as Ericsson and Nokia.

At the end of March, BSNL launched a tender which requires suppliers to take care of the planning, engineering, supply, installation, testing, commissioning and annual maintenance of the 4G mobile network across India.

BSNL said that the bidders will handle 50,000 BSNL sites along with 7,000 MTNL sites located in the circles of Mumbai and Delhi. While the offer is currently active, BSNL has postponed the opening of the offer until 15 July.

"BSNL official not agreed on false statement made by communist party affiliated union that it a level playing field, against private operators, under the pretext of having BSNL implement the" Make in India policy".

The Indian government is required to immediately issue BSNL authorization to purchase 4G equipment, according to the offer already published, " said Communist union in their letter.

BSNLEU demands the government to implement Revival package

BSNLEU also noted that the government has not implemented measures other than the voluntary retirement scheme (VRS), even eight months after the announcement. The Indian government announced in October 2019 a relaunch package for BSNL which includes the deployment of 4G services and the issuance of a sovereign guarantee to BSNL to raise funds from the market.

"Almost 8 months have passed since the Indian government announced the BSNL revival package," said BSNLEU in its letter. "The government is required to take speedy measures to implement for revival of BSNL, as indicated in the reactivation package."

BSNLEU also asked BSNL management to take "immediate action" on 15 other lawsuits, including timely payment of wages and the creation of a single unit for its telecommunications factory.

BSNL employees were said, salary for the May month not to have been paid, while wages of contract workers have not been paid in the past year.
