Twitter traffic may be blocked in few States of India?

Home Ministry has requested all Telecom Operators for blocking of famous Social media site Twitter and its Traffic from specific Telecom Circles like Andhrapradesh Telecom Circle, Assam Telecom Circle, Kerala Telecom Circle, Tamilnadu Telecom Circle, Maharashtra Telecom Circle, Karnataka Telecom Circle, Gujarat Telecom Circle, Uttarpradesh Telecom Circle, citing backdrop of communal and facing Technical problems to control.
But, Telecom operators simply refused this request saying “It is not possible to block State wise Twitter Traffic”.

All the Telecom Operators, Bharati Airtel, Tata Communications, Idea Cellular, Reliance Communications and Internet Service Providers Association of India (ISPAI) conveyed to Home Ministry that “It does not allocate Internet Protocol Address to its customers on a State-wise basis for blocking of website is technically not feasible.”
Bharat Sanchar Nigam Limited (BSNL) also stated that “It is not possible to block website on Telecom Circle basis. The majority of internet Subscribers are not allocated addresses area or State wise and it is not possible to carry out specific directions for blocking of Twitter website traffic.
