As per latest information, the Home Ministry has already given approval for BSNL to provide SIM cards to foreigner tourists when they land in India at International Airports. BSNL competent authority instructed all its crew to take necessary arrangement for supplying of FREE SIM card.  BSNL aimed at projecting India as a global tourist destination among foreign travelers as well as addressing the security concerns launched this new idea.

For opening of BSNL Pos/KIOSKs at International airports the Ministry of Tourism has directed to co-ordinate with Ministry of Civil Aviation for providing space, power and other amenities at all IN airports.

In a statement on this occasion Central Minister for Tourism Shri Mahesh Sharma said ‘We had a number of meetings with the Home Ministry with regard to facilitating FREE SIM card to foreigner tourists when they land in India. The Ministry has finally agreed to our proposal’.

Details about activation/establishing of BSNL SIM card to foreign Nationals arriving in India on e-visa at International airports

• E-Visa tourist will present his e-Visa and passport for issue of free SIM card and Welcome KIT.
• BSNL official will issue Free SIM along with 'Welcome Kit' and take acknowledgement slip duly signed by the foreign national.
• Copy of passport and e-Visa is to be taken while getting signed acknowledgement from e-Visa tourist.
• This acknowledgement slip is to be preserved for future use.
• The initial validity of SIM will be 30 days and there will be No International Roaming facility. This will carry a nominal free talk value of Rs 50/- and free 50 MB data.
• Initially this SIM will have only facility of sending SMS only.
• Customer will be required to send SMS of format ACT to 9440087000 for activation of Incoming/Outgoing/data & other facilities on SIM.
• BSNL's inventory management system (Sancharsoft) will send closure request if Visa Validity is less than 30 Days.
• BSNL telecom circles needs to make arrangement for Printer cum Copier, Tables & chair for BSNL POS (Point of Sale) at International Airports. 
• A Mobile App based activation procedure is being developed and will be intimated separately.

BSNL 3G mobile services has announced to issue Dual IMSI SIM cards to all existing and new postpaid mobile customers for faster activation of International Roaming Facility.

State run Telecom Company Bharat Sanchar Nigam Limited (BSNL) on PAN India basis has decided to make available Dual IMSI SIM Cards to all new and existing postpaid mobile customers to avoid uncertainty of International calls.

As per latest information, BSNL based on feedback received from various units and customers facing difficulties on International roaming facility to the existing postpaid mobile connection has decided to offer Dual IMSI cards.  

In this regard, BSNL has announced to offer and requested customer to replace their existing Single IMSI SIM card with Dual IMSI SIM card for availing International Roaming facility which naturally takes 3 – 4 days time and utpo a week.  It is also come to know with brief period where the services of the customer are suspended. To overcome these problems BSNL has decided to issue Dual IMSI SIM cards used for International Roaming facility in BSNL offered to all existing and new Postpaid customers. 

Issuing of Dual IMSI SIM cars to Postpaid customer does not mean that to provide International Roaming facility on their mobile connection by default but they have to request for activate the facility and there on accompanied process. 

In addition, BSNL Corporate office has advised all its Telecom Circle authorities to provide Dual IMSI postpaid SIM cards to replace single IMSI cards within a period. 

To avail this facility customer needs to submit necessary supporting proof documents along with request to activate International Roaming Facility and will be provided within hours of time.

However, customer has to deposit amount of Rs.5000/- against security deposit at his/her nearest customer service center to activate International Roaming facility.
